The
Sub-forum ‘’Cultural Cognition and Global High Education Governance’’ was held
in Renmin University on March 24th, 2018. Fan Lizhu, Director of the
Institute of Society and Population of Fudan Institute of the Belt and Road and
Global Governance, delivered a speech on how the idea of culture is understood.
She considered that the Belt and Road Initiative requires a new understanding of
the idea of culture. Although some developing countries have adopted a
‘’Treatment after pollution’’ development pattern, they are attaching much
importance to ecology. In this vein, Fan suggested that key factors such as
rational choice made by the government, culture and values should be better
coordinated so as to achieve the breakthrough in environmental protection.
